Training Programs Impact On The Development Of Staff Performance At The Diwan Of Royal Court In The Sultanate Of Oman

Abstract

This quantitative study discusses the phenomenon of human resources development for governmental organizations and institutions, which are essential to achieve their objectives, through the application of training programs for employees as one of the most advanced methods of developing staff performance. The problem lies in the Second Arab Conference, held in Oman, where it pointed out: lack of experience and limited number of budgets compared to the size and quality of training required for state and private sector employees, high training costs, and weak facilities and basic equipment for training. The aim of the study is to discuss the effectiveness of training programs and their impact on the development of staff performance in the Royal Court in the Sultanate of Oman through the trainees' perception of training methods and their perception of the training material, the role of the trainers and the location and time of training. The quantitative approach and the analytical descriptive approach were adopted. The study society consists of the staff of the Diwan of the Royal Court who joined the training programs from 2201 to 2017. The total number of employees is 2232. The sample size was determined by Steven Thompson equation (1992) with a total size of 328 trainees. The researcher prepared a questionnaire consisting of (52) words distributed over (5) axes. The collected data of the study were analyzed using the statistical analysis program (SPSS). The axes of the training methods was (highly) appreciated. Two axes were (average); the place and time of training, and the instructor staff. The selection of instructors and the training material were (weak) assessment.

تناقش هذه الدراسة الكمية ظاهرة تطوير الموارد البشرية للمنظمات والمؤسسات الحكومية، التي تعدّ من الأساسيات الضرورية لتحقيق أهدافها، عبر تطبيق البرامج التدريبية للموظفين باعتبارها من أكثر الأساليب المتبعة في تطوير أداء الموظفين. تكمن المشكلة فيما جاء بالمؤتمر العربي الثاني، المنعقد بسلطنة عمان حين أشار إلى؛ نقص الخبرة ومحدوديتها، وقلة الميزانيات قياسا بحجم ونوعية التدريب المطلوب لموظفي الدولة والقطاع الخاص، وارتفاع كلف التدريب، إلى جانب ضعف المرافق والتجهيزات الأساسية للتدريب. تهدف الدراسة إلى مناقشة فاعلية برامج التدريب وأثرها في تطوير أداء الموظفين في ديوان البلاط السلطاني بسلطنة عمان، من خلال نظرة المتدربين حول الاساليب التدريبية، وتصورهم تجاه المادة التدريبية ودور المدربين ومكان ووقت التدريب. اعتمد المنهج الكمي، والمنهج الوصفي التحليلي، تكون مجتمع الدراسة من  موظفي ديوان البلاط السلطاني الذين التحقوا بالبرامج التدريبية، من 2014 لغاية2017 م، البالغ عددهم (2232) موظفاً. تم تحديد حجم العينة عن طريق معادلة ستيفن ثامبسون (1992) وقد بلغ حجمها (328) متدرباً. أعدّ الباحث استبانة مكوّنة من (52) عبارة موزعة على (5) محاور. جرى تحليل البيانات باستعمال برنامج التحليل الإحصائي ((SPSS. دلت نتائج الدراسة أن مدى فاعلية التدريب كانت لجميع المحاور بدرحة وسط. حين حصل محور أساليب التدريب على تقدير مرتفع. وحصل محورا مكان ووقت التدريب، أداء الموظفين على تقدير رسط، ومحورا اختيار المدربين، والمادة التدريبية على تقدير ضعيف
